TRES URGENT POUR VENDREDI L'UN DE NOS ADHERENTS CHERCHE UN CHEF DE PROJET E-GVT PARLANT VIET-NAMIEN.
pour vendredi un chef de projet parlant Vietnamien et susceptible de travailler à temps partiel à Hanoi d'avril à septembre 2010 pour préprer la mise en place de l'intranet de la ville d'Hanoi. Il doit répondre aux autres citères ci-dessous en vue de travailler d'avril à Septembre à Hanoi avec des experts de Polyconseil et Adetef Qualifications and Experience: The Team Leader will: - Hold an internationally recognized MBA or equivalent qualifications; - Hold an internationally recognized university bachelor degree in ICT; - Have at least 15 years experience in managing consultancy in similar works projects; experience in working for projects in developing countries is preferable; - Have at least 8 years experience in working on ICT projects; out of which he should demonstrate experience in working as a Technical expert or Team Leader in at least 2 projects having similar scale and objectives as the one specified in the components of the Hanoi subproject; ( C.1.3 component: to develop strategy, roadmap and ICT architecture, structure and standards of egovernment. · At least 15% of citizens use e-services provided to them by 2010 · Facilities built and equipped are fully utilized and receive high user satisfaction - Have been a Team leader (or Project Director) and directly worked for at least 1 project in the last 5 years in developing strategies, road maps and ICT architecture for e-government model (preferably projects of developing ICT strategy, roadmap and architecture for e-government model in the developing countries); - Have a good knowledge of the projects funded by international donors, preferably, of World Bank procedures, particularly, procurement procedures, contract documentation and conditions of contract. Have experience in developing and establishing investment plans for IT projects; - Have experience of working in Asia, preferably Vietnam; - Have a good understanding and experience in developing and implementing IT applications in government offices such as security solutions, workflows, applications, databases for governments, large departments and/or large organizations in developing countries; Have an excellent understanding of international ICT development trends, especially in e-government applications and technology; - Have a good understanding and experience in assessing information structures and conducting process analyses (and knowledge of best practices); have experience in relating development strategy with IT implementation plans; - Have an excellent understanding of ICT technical issues including knowledge of software and hardware database, network infrastructure and standards in IT system as well as trends of technology evolution; - Be familiar with the current status of ICT development in Vietnam, particularly in Hanoi, and the Vietnam ICT development targets, and be aware of international related ICT development strategies, and objectives for this subproject; - Have inter-personal skills such as to develop good relations with PIU staff at all levels as well as others involved with the subproject; - Have excellent command of English. Knowledge of Vietnamese will be a plus.
